Citation format (c<n>:<l1>-[l2])

Is (c<n>:<l1>-[l2]) a standard format for citations, where c<n>
denotes the column number as it appears in the official layout in
columns, and <l1> and optionally [l2] being the line numbers?

Figures are straight forward I guess, e.e. Fig <x> - [y].
