EQUAL to or Better than Parts

My QUESTION: Are we obligated to use OEM MIL  PARTS 
Scope of Job:
The US Govt gave my company a model unit and a contract to make an Air
Radar part (dated in 1984)  in full compliance to the Test  and
manucturing requirement to the supplied specification. What was not
supplied was a parts list.
There is no statement of work attached to the contract. A question
arose where a part must be ordered but does it have to be in full
compliance to a screened Mil Part screened to 883. 
 Question now is "Are obligated to to manufacture our product using
all hi rel parts.  
 OBSERVATIONS: The specification we have references Mil Std 454 on the
top sheet as only as a reference Do***ent. Within the text of the
specification there are two requirements of Mil 454 referenced but not
involving the selection of parts. Are there any other BLANKET Specs
that may govern an Air Force Defense Item.
 
Also note that the Air Force has a Repair and Maitenance Manual that
(Called  TEST ORDINANCE)states that parts replacement should be from
QPL to the specified Mil Specs for  the parts being replaced. Keeping
this in mind,  this is FOR REPAIR and Maintenance NOT FOR
MANUFACTURING. 

My belief is that since we do not have all the do***entation that we
are obligated to duplicate what the OEM had. Since a repair manual
also states to replace where parts to be used should be for Mil
compliant indicates to me that the OEM parts be Mil compliant
