Can we use cluster sampling while using the sampling by ANSI/ASQ Z1.4
(Sampling Procedures and Tables for Inspection by attributes?
For example, if we need to select a sample of retail stores located in
US state, can we sample the counties located in the state and then
sample all the stores located in that county to save travel cost?
