Usually, defense contractors simply hire their retiring DoD handlers
(if the handlers are military personnel; if they're civilian, you can
just hire them without having to wait for their retirement). Ideally,
the handler would award you a multi-year contract before he/she starts
working for you. The downside, of course, is that there is a
possibility that your new hire will eventually go to prison for
it...
