alternatives to Paypal?

A client sent a $200 payment via Paypal. I have a personal account
(even though it's for business). When it came, I also got a message
from Paypal that personal accounts can only accept $500 per month, and
that if I want to receive more, I have to upgrade to a Premier account
and pay a 3% fee on all money I receive.

Is this new? I know in the past I've received more than $500 per month
to the personal account.

Is there an Internet alternative to Paypal for receiving payments from
clients that does not have a fee?
