Unavailable Domain Name

Hi Group,

I am setting up a small business and have searched for suitable domain
names 
for the website.

Although the .co.uk domain is available, the .com domain is not.  It seems

that it belongs to someone in Finland and if you visit the website in 
question all you get is a simple page with a name and address on it.

It is possible that that person has put their contact details there as a 
means of inviting offers for the .com registration, and this is one avenue

which I may try.

However, I am interested to know whether there is any concept of "fair
use" 
here.  In other words, if someone has registered a domain but is not 
actively using it, is there any route by which a person who has a genuine 
business need for that domain can challenge it?
