When A Registrar of Record Fails to Act

I have been told that since the .us domain is a ccTLD, ICANN is not
the policy-making, dispute-resolving organization.

Does any know (or does anyone know who I can ask to determine)
what action can be taken against .us domain registrars, namely,
www.007names.com and www.webex.net, when they fail to acknowledge
legitimate transfer requests?
