Yes, as the caller's proper use of the line is the responsibility of the 
caller. Should the caller pay though if the line gets disconnected? No, 
because the disconnection was not his fault - the provider failed to
fulfill 
the obligation incurred by the charge for service.

NO SERVICE RENDERED means NO CHARGE JUSTIFIED. That would hold up in any 
court.
