Juvenile insurance and smoker rates

Apparently there is an investigation into insurance companies charging
juveniles smoker rates for insurance policies even if they do not smoke.
For
the rate to be lowered the child must prove that they are not a smoker,
which may not be that easy to do. If you check out

is
