Please remember that the increased revenues were needed in order to
pay larger salaries to the senior employees of these utilities in
order to retain the right calibre of staff.  I for one am sure that
scores of multinational companies were itching to employ the men from
the Water Board <has (expensive) shower to wash off thick gloopy
coating of irony>...
