Any of the anticoagulant baits would fit the bill on low secondary and
primary poisoning issues. There is a bait called quintox that is not an
anti coagulant and the chance of secondary poisoning in mammals, not
sure about birds, is even much more lower, though if they get into the
bait itself it is more hazardous to them than the anticoagulants.
I have never heard of the usage of contraceptive type rodent control
but then for the most parts compared to other parts of the world our
rodent issues are a mild nuisance, where as an out of control rat
population attacking the central grain storage of a Chinese village
could cause life threatening cir***stances.
