Rat Anti-Coagulant Question

I live in a semi-rural area with a large rat population. A local pest
control company has been placing Bell ground level bait stations
around the neighborhood. I believe they are using Contrac Blox
containing Bromadialone. We have quite a few cats in the area, as well
as an active owl population. I hear the owls hooting most nights, but
lately -- nothing. Assuming the owls eat the rats, is Bromadialone
going to poison the owls, and how about the cats? The pest control guy
insists that it's perfectly safe for everything but rats and mice, but
I'm skeptical. Any words of wisdom would be appreciated.
