As Bill Sees It: (Editorial) Radioactive Planes, Bad Weather And New X-Ray

Strip Searches: It was a bad week for the airline industry with fears of 
radioactive planes, a massive storm and a new invasive x-ray of passengers

in the works. Unfortunately, its not enough to stop the expansion of this 
"industry" which keeps on gleefully predicting its expansion on the backs 
(and ears) of those communities unlucky enough to be located near an
highly 
polluting air****t atrocity. A new x-ray is being rolled out which allows
the 
airlines to strip search passengers with their scaner. Just another
invasion 
of our privacy by a warmongering, arrogant president who keeps dragging 
America further down in the eyes of the world and its own citizens.

 The Selling Of America: First It Was The ****ts, Now It's The Airlines:
That 
was the headline of a story in Forbes Magazine this week. Apparently Bush 
and his airline industry pals are sell out American sovereignty and 
ultimately security by having high-priced lawyers "redefine" what the
words 
"airline owner****p" means. Bush and his cronies are apparently trying to 
sneak in some sort of redefining of the law right before the December 15th

meeting of the EU where they will apparently sign an "open skies"
agreement 
with the U.S.. This agreement will bring more foreign owned planes to 
America, further decreasing our security. Some Democrats are already
saying 
that it is already too late and the ""It may be too late to put the genie 
back in the bottle." Which shows once again when it comes to aviation that

both parties have sold out America.

Bush Warned About Changing Rule On American Airlines Being Owned By 
Foreigners: WA****NGTON (Reuters) - A bipartisan group of U.S. lawmakers
led 
by an incoming Democratic committee chairman has warned the White House
not 
to proceed with a proposal to ease foreign investment in U.S. airlines.
Rep. 
James Oberstar, a Minnesota Democrat who will lead the House of 
Representatives Trans****tation Committee beginning in January, and three 
other House members suspect the Bush administration may be planning an end

run around Congress and urged White House Chief of Staff Josh Bolten to 
withdraw the plan entirely. "Making the rule final in the face of
bipartisan 
congressional opposition would be a very poor start to the 110th
Congress," 
Oberstar wrote in a letter to Bolten on Wednesday.

Bush Opposes EU Curbs In Aviation Greenhouse Gases!!! WA****NGTON - The
White 
House opposes plans by European nations to require airlines to curb 
greenhouse gases, saying it would unfairly disadvantage U.S. carriers.
"It's 
also not a smart way to find your way to efficiency in the aviation 
(industry)," he said. "The aviation sector has already made dramatic 
progress in becoming more fuel efficient because they have to. It costs a 
lot of money to fly people around." Technically, the European Commission
is 
not proposing a tax. Instead, it is writing rules to require that airlines

trade carbon emissions. Given a choice, airlines told the commission they 
preferred a cap-and-trade scheme over a tax on carbon emissions. He did
not 
elaborate on whether the Bush administration would file a complaint with
the 
Geneva-based World Trade Organization once the commission proposal is made

public. The EU is required by the 1997 Kyoto Protocol on climate change to

reduce its carbon emissions by 8 percent below 1990 levels by 2012. But
cars 
and airplanes, major sources of CO2 emissions linked to global warming,
are 
not covered by the treaty. Editor's Note: You can be sure that Bush, the 
U.S. airline and automobile industries had a lot to do with that
exemption.

White House warned on air owner****p plan

WA****NGTON (Reuters) - A bipartisan group of U.S. lawmakers led by an 
incoming Democratic committee chairman has warned the White House not to 
proceed with a proposal to ease foreign investment in U.S. airlines.

Rep. James Oberstar, a Minnesota Democrat who will lead the House of 
Representatives Trans****tation Committee beginning in January, and three 
other House members suspect the Bush administration may be planning an end

run around Congress and urged White House Chief of Staff Josh Bolten to 
withdraw the plan entirely.

"Making the rule final in the face of bipartisan congressional opposition 
would be a very poor start to the 110th Congress," Oberstar wrote in a 
letter to Bolten on Wednesday.

New Jersey Democrat Jerry Costello, the incoming chairman of the House 
aviation subcommittee, and Republicans Frank Lobiondo of New Jersey and
Ted 
Poe of Texas also signed the letter.

The Bush administration proposal a year ago to reverse a World War Two-era

law and give overseas interests say in how the carriers they invest in are

run stalled in August when Congress voted to block any attempt to change 
owner****p rules.

European Union negotiators want greater leeway for international airline 
investors before approving an agreement with the United States that would,

among other things, give American carriers more op****tunities for 
transatlantic service, including greater access to London's Heathrow 
air****t.

But the congressional vote to delay U.S. action has no teeth yet because
it 
was included in trans****tation spending legislation that will not be 
finished before lawmakers adjourn after the lame-duck session in December,

and will not likely be addressed again until February at the earliest.

Oberstar now suspects the administration may try to exploit the 
congressional leader****p change and the unexpected inaction on the
spending 
bill to quietly finalize the investment proposal.

Oberstar and his colleagues said it was their understanding that 
trans****tation planners could act soon on the change that has some sup****t

among U.S. airlines. There is little to no foreign investment in U.S. 
carriers now.

Trans****tation Department officials would not discuss their plans for the 
rule they say could inject new capital into the U.S. airline industry and 
invigorate competition, lowering prices and improving service.

Andrew Steinberg, the agency's assistant secretary for aviation and 
international affairs, told a conference of air****t executives on Thursday

the administration was committed to more robust international aviation 
markets for U.S. airlines, especially in Europe.

"We must, whenever possible, reach global solutions," Steinberg said.
Daniel 
Calleja Y Crespo, the European Commission's air trans****t director, told
the 
same conference that the Europeans are willing to wait longer for a U.S. 
decision. "We have to be a little bit patient and hopefully in coming
months 
make progress."

FAA Buries Es*** County Aircraft Noise Increase From Its Fanning Proposal
In 
DEIS



The FAA has buried potential aircraft noise impacts in the draft re****t 
(DEIS) for the Airspace Redesign alternatives for Es*** County, NJ that 
would result from its Airspace Redesign proposals.  Although the FAA did
not 
identify any adverse aircraft noise impacts for Es*** County, upon close 
examination of the do***ent it is apparent that the agency's northern 
departure "fanning" proposal for Newark Air****t departures would impact 
Es*** County, if implemented.  These are new low altitude departure tracks

over Es*** County that the FAA intends to implement.



We have attached to this email a spreadsheet that lists noise impacts to 
Es*** County.  This spreadsheet is the only real means to analyze
potential 
noise impacts for the project.  It is saved to open under Census Tract 68 
and 69, which are communities in Newark and Harrison in the immediate 
vicinity of Newark Air****t to the northwest (see Census Tract map below). 
The FAA's Integrated Airspace with the Integrated Control Complex* would 
generate noise impacts in this area of over 3.0 decibels--an increase in 
noise energy of over 100%.



"Fanning" departures north off the runway appears to generate these 
potential noise impacts.  Please note that the New Jersey Coalition
Against 
Aircraft Noise (NJCAAN) believes that the FAA intends to utilize this 
northern departure fanning procedure more heavily in the future, if 
implemented.  In other words, the agency is likely understating the noise 
impacts that may include "significant" noise and "significant
environmental 
justice" impacts.



The FAA did not disclose noise impacts to this area in the DEIS for the 
Airspace Redesign project.  As a result, we believe that the DEIS for the 
project is deficient.
