Air****t To Get More "Improvements!!!"

As Bill Sees It: (Editorial) N.Y. City Mayor Bloomberg Praises JFK Air****t
"Improvements:" Whenever you hear a politician talk about air****t
improvements...look out more noise and environmental destruction is
coming.
When I saw the news stories this week where the N.Y. City Mayor Bloomberg
touted the latest JFK Air****t "improvements" for the borough of Queens,
which will allegedly improve access to the air****t. This will obviously
mean
more passengers, more traffic and more pollution. I'm sure that to the
people of Queens who are assaulted twenty-four hours a day by jumbo jet
overflights, this is not an improvement. No mention was made of the FAA's
Airspace Redesign program which will continue and expand the racist,
political routing of planes over Queens while continuing the protection of
wealthy Long Island communities. Bloomberg didn't comment on that. Instead
he talked about better access to the air****t. I was reminded about another
improvement that I was involved with fighting a few years ago. This was
when
N.Y. City allowed the building of air cargo warehouses on the last remnant
(see picture above right) of the Idlewild Park salt marsh wetland near the
air****t that the city allowed to be filled in with hazardous wastes.
Instead
of making them clean it up the EPA (under Clinton) allowed the city and
****t
Authority (a bi-state agency) to pave it over and build on it!!! There is
a
group trying to save the rest of the wetlands that JFK Air****t has yet to
destroy. Thanks to new computer programs like Google Earth, at least
environmentalists can keep track of the destruction.
Air****t Noise Management the Focus of New SAE Standard: Strangely, SAE
stands for the Society of "Automobile" Engineers. However, they apparently
deal with international engineering issues, one of which is air****t noise.
A
story this week told about their recommendations on how to monitor
aircraft
noise. While it did not go into detail it did mention the use of
microphones
to monitor noise. This is significant because it uses a method different
from the FAA to calculate noise. The FAA actually prohibits the use of
microphones for their phony, computer-generated "Integrated Noise Model"
(picture on right based on FAA INM). This model is based on phony
"standard"
noise figures for each plane model, not actual noise generated. This FAA
scheme is designed to fool the foolish into thinking there is an accurate
analysis of air****t noise. Air****ts are "supposed" to follow the FAA
guidelines for making their noise model but I never heard that the FAA
rejected one. On the contrary, the FAA stays as far as they can from the
noise modeling process. I believe this is why politically powerful local
communities can get special protection from overflights. As can be seen in
this year's FAA's Eastern Region's Airspace Redesign Plan, the FAA will
actually HELP air****ts and politically connected communities justify their
protection from overflights. It will be interesting to see if any other
countries use this system which monitors real noise.
****t Authority Outlines $39.5M Of N.Y. City Air****t Projects: The ****t
Authority of New York and New Jersey will spend $15 million to improve
access to John F. Kennedy International Air****t, and $10 million to
improve
car access to the Jamaica AirTrain station as part of a $100 million
commitment the agency made two years ago. The JFK access project was one
of
eight plans unveiled by the city and the ****t Authority, which committed
to
fund capital projects in Queens over five years as part of an
air****t-lease
extension agreement. The agency outlined the first $39.5 million of
projects
on Wednesday. The plans come at a time when New York air****ts are bursting
with business. A record 103.5 million passengers are expected to pass
through in 2006, according to the ****t Authority, and passenger traffic
increased 4.5 percent in the first half of this year. Editor's Note: Of
course no money will be spent to study the environmental (noise and air
pollution) impacts of these improvements.

WARRENDALE, Pa., Sept. 7 /U.S. Newswire/ -- Managing the impact of
aircraft
noise on surrounding communities is an ongoing and sometimes challenging
task for air****ts.
Increasing air traffic is causing some air****ts to expand facilities, add
flights and extend operating times well into the late evenings/early
mornings. To do this, air****ts and policymakers need to understand how
these
air****t operations will impact the surrounding communities.
A new standard from SAE International helps to make that task easier by
establi****ng guidelines for monitoring such noise.
The SAE Aerospace Recommended Practice "(ARP) 4721-1 -- Monitoring
Aircraft
Noise and Operations in the Vicinity of Air****ts: System Description,
Acquisition and Operation," establishes standards for:
-- Placement of microphones
-- Guidance on components
-- Installation and administration of permanent systems
-- Guidance on analysis of data collected.
-- Testing methods and validation of data for permanent and ****table
systems
According to Vince Mestre, sponsor of the standard and president of Mestre
Greve Associates in Laguna Niquel, Calif., the do***ent establishes
guidelines for best engineering practice for air****t noise measurement
programs and can be used to guide the installation or upgrading of
systems.
"Controlling noise continues to be an issue plaguing air****ts throughout
the
world. SAE sought to establish these standards to assist air****t
management
in monitoring noise," Mestre said. He added that noise monitoring systems
are widely used at air****ts and in the surrounding communities, however,
standards were necessary to assure a consistent quality of measurement
data.
Potential users of the systems include air****t management, air****t
consultants, air****t neighbors and governmental agencies.
