As Bill Sees It: (Editorial) EPA's Negative "Concerns" On FAA's Airspace
Redesign Should Have Been Stronger!!! The EPA's bland letter which
detailed
their environmental "concerns" about the FAA's Draft Environmental Impact
Statement (DEIS) for the New York/ New Jersey Philadelphia Airspace
Redesign Plan was disappointing, however I'm glad to see that they
mentioned
an analysis of the "***ulative impacts" on the environment that the
increased capacity will bring. Robert Belzer, President of New Jersey's
Citizen's Against Aircraft Noise (NJCANN) alerted me that the EPA had sent
in their comment letter on the DEIS. I had forgotten about the EPA comment
role even though I made many phone calls a few months ago to them about
how
deliberately misleading the FAA DEIS was and how it cleverly avoided EPA
"environmental justice" guidelines, which if they had done properly, would
have shown how racist politics plays a major role in FAA routing
decisions.
I'm sure the FAA will ignore or downplay the EPA comments in their final
EIS. The EPA ignored my charges that the FAA plan will increase the JFK
Air****t overflights over poor and minority communities that already have
had
their overflights unjustly diverted from the wealthy,
politically-connected
community of Lawrence, Long Island. I will try and find out when the EIS
will be released re****t on any lawsuits or other actions against it. The
only concern that the EPA showed for environmental justice guidelines
ignored by the FAA was that the DEIS didn't show any "meaningful
participation of minority and low income communities during the hearings
on
the DEIS." "Participation!!!" The FAA not only didn't do "outreach" to
minority communities, in the case of the community of Rockaway in New York
City, they held the hearings in the nearby, wealthy,
politically-protected-from-overflights white community of Lawrence, Long
Island!!! The community of Lawrence, Long Island, located at the end of
JFK
Air****t's longest runway and carefully protected from overflights by the
FAA, even got their paid, secretive lobbying group, the Town and Village
Aviation Safety/Noise Abatement Committee (TVANAC), listed as one of the
consulting "agencies" for the airspace redesign plan!!! The EPA didn't
bother to comment on that.
European Union Votes To Address Impact Of Aviation On World Climate!!! The
European Parliament on 4 July has voted by 439 in favour, 74 against and

abstentions in favour of measures to address the impact of aviation on the
world climate and apply the 'polluter pays principle' to international
flights. The re****t, drafted by MEP Caroline Lucas (Greens/EFA, UK), is a
non-binding one as there is no formal proposal on the table yet. But it
sends a strong political message at a moment when the Commission is
drafting
a legislative proposal to include aviation in the EU emissions trading
scheme, due before year end. The liberal democrats in the European
Parliament (ALDE) adopted a more conciliatory tone than their fellow Green
colleagues. "Our message is that airline operations can continue to
expand,
but only as fast as improvements in technology and better operating
practices permit," said UK LibDem MEP Chris Davies. "We don't want to stop
air travel. We simply want to ensure that its growth is not at the expense
of future generations. Total carbon dioxide emissions must increase no

might
curtail world aviation expansion and pollution.

At least 122 die in Siberian plane crash!!! MOSCOW - The brakes on a
Russian
plane may have failed as it landed and careened into garages in a fiery
crash that killed at least 122 people in the country's second major
commercial airline disaster in two months, Russian news agencies re****ted
Sunday. The plane was carrying at least 201 people on the 2,600-mile
flight
east from Moscow to the Siberian city of Irkutsk. Fifty-eight people were
injured. Relatives streamed to a crisis center near Moscow's Domodedovo
air****t, where the flight originated. Some stumbled out in silent shock.
One
woman ecstatically exclaimed into her cell phone that a family friend had
survived. "I saw smoke coming from the aircraft. People were already
walking
out who were charred, injured, burnt," a witness, Mikhail Yegeryov, told
NTV
television. Pilots regard the Irkutsk air****t as difficult because its
runway slopes and its concrete is especially slippery when wet, Vladimir
Biryukov, an expert at the Gromov Aviation Institute, said on NTV.

Airspace Redesign Raises EPA Environmental Concerns
In its June 8, 2006 comments to the FAA for the Metro Airspace Redesign,
the
U.S. EPA indicated that it has environmental concerns with regard to the
project. The agency indicated that it believes that the FAA needs to
analyze the ***ulative impacts of the project related to increasing
airspace
capacity. The EPA also noted concerns with regard to environmental justice
and noise impacts that would be generated by the FAA's proposals. Its

environmental justice communities, and discussion of efforts to minimize
and
mitigate noise impacts."
